ALT-CFT Case Study:
THE GUIMARAS-ILOILO FERRY TERMINAL (GIFT) PROJECT: IN THE NEWS
MENDOZA, Rufo, Ph.D., CPA
The merry month of May 2015 brought some not-so-merry news to Guimaras and Iloilo. The Inquirer, a leading newspaper in the Philippines, released a report titled “Guimaras folk protest plan to hike port fee” in its May 16, 2015 issue. The newspaper recounted that officials of Guimaras province threatened to sue the developer of the Guimaras-Iloilo Ferry Terminal (GIFT), a controversial project, if it collected a terminal fee of PHP 11.00 for each passenger. The mayor of Buenavista town in Guimaras also indicated opposition to the docking fee of PHP 30.00 per motorboat that the developer would charge. In another recent report, the Guimaras chapter of the Integrated Bar of the Philippines (IBP) asked the Regional Trial Court in Iloilo City to stop the construction phases of the GIFT Project that were currently underway in Iloilo City, as they would adversely affect the residents of Guimaras province. The IBP chapter filed a petition with prayer for the issuance of a temporary restraining order and preliminary injunction.
